About the Number of Births in Tokyo in 2025 (Preliminary Figures)
The Tokyo Metropolitan Government is advancing marriage and child-rearing support policies that respect diverse values and perspectives while addressing the anxieties and concerns people face. Our aim is to build a society where those who wish to have children can do so with peace of mind.
Today, the Ministry of Health, Labour and Welfare released preliminary population statistics for December 2025. The governor's comments on this are as follows.
Governor’s Comment
Preliminary figures released today show that the number of births in Tokyo over the past year increased by 1.3 percent. This marks the first increase in nine years. In addition, the number of marriages rose by 4.8 percent, representing a substantial increase for the second consecutive year.
Over the past ten years of my term as governor, I have placed the principle of “Children First” at the center of our policies, implementing seamless support across all life stages with a strong focus on each individual.
Against this backdrop, the increase in births this year—the first in nine years—is particularly meaningful, and I am sincerely delighted by this development.
Moreover, the significant rise in marriages for two consecutive years, often regarded as a leading indicator for future birth trends, is an encouraging sign that could contribute to further increases in births going forward.
I am determined to ensure that this positive momentum continues.
Going forward, we will steadily and decisively implement the measures necessary to foster a sense of security for those who wish to marry and have children.
At the same time, when we look at Japan as a whole, the declining birth rate remains a serious and ongoing challenge. Needless to say, this demographic issue threatens the foundations of our society and must be addressed at the national level.
It is essential that Tokyo’s pioneering initiatives be expanded and developed into nationwide efforts. We will continue to strengthen our cooperation with the national government to tackle this issue together.
