The Tokyo Metropolitan Government has released Tokyo AI Strategy.

In July 2025, the Tokyo Metropolitan Government (TMG) formulated Tokyo AI Strategy to address diverse and complex administrative challenges and labor shortages. The TMG actively leverages AI as a core driver to realize the future vision outlined in the “Tokyo 2050 Strategy”, aiming to create a city where every resident can truly feel a sense of well-being.

This strategy aims to proactively utilize AI across all aspects of metropolitan administration, guided by the following core principles: 

  • Citizen First―The primary goal of AI is to enhance the convenience and Quality of Life (QOL) for every citizen.
  • AI as a Tool for Policy Implementation―AI is a tool to solve challenges and achieve policy goals, not an end in itself.
  • Human-Centric AI―AI complements and augments human capabilities, while final decisions fundamentally should rest with humans.
  • Risk Management―Understand AI risks, including ethics, bias, safety, privacy, security, and ensure transparency and fairness.
  • Open Innovation―Collaborate with academia, research institutions, and the private sectors to foster a thriving AI ecosystem.
