Oi Container Terminals in 2035: Future Visions Unveiled

As Japan's largest container port, the Port of Tokyo is facing major changes in its operating environment, including advances in AI and other technologies, growing demands for carbon neutrality, and the "2024 problem," Japan's logistics capacity crunch driven by truck driver shortages and work-hour restrictions. Against this backdrop, the Oi Container Terminals are due for renewal. 

 
To ensure the Port of Tokyo remains a key international logistics hub in the global supply chain for decades to come, the Tokyo Metropolitan Government (TMG) formulated the Tokyo Container Vision 2050 in March 2025. Building on this, the TMG is unveiling a concrete vision for the future of the Oi Container Terminals in 2035. We are working to build world-class container terminals, while discussing with stakeholders to bring this vision to fruition.

The vision is built on three pillars. 

The first is advancing digital transformation (DX) through the adoption of cutting-edge technologies. These include advanced cargo-handling equipment such as Automated Stacking Cranes (ASCs) for loading/unloading containers, a reservation-based truck gate system using CONPAS, fully digitalized procedures through the Cyber Port logistics platform, and AI-powered optimization of terminal operations.

The second is the thorough strengthening of the container terminal’s functions. Through integrated operations, we will ensure smooth connections and transshipment between international container ships and domestic vessels. By incorporating adjacent private properties and other areas, the terminal will expand by approximately 40 percent, significantly increasing handling capacity. In addition, the quay depth will be increased to accommodate 150,000 DWT class large container ships.

The third is accelerating the transition to carbon neutrality. Through the electrification of cargo-handling equipment and the utilization of green electricity, the terminals will cut cargo-handling CO₂ emissions by more than 90 percent. The additional use of solar power generation facilities will also help reduce the port's environmental footprint.
