Tokyo to Accelerate Social Implementation of Green Hydrogen to Promote Decarbonization and Stable Secure Energy, Governor Pledges

At an advisory board’s meeting on energy issues held on Aug. 6, 2025, Governor Koike said Tokyo will accelerate the social implementation of green hydrogen, from the perspective of promoting decarbonization in harmony with securing energy in a stable manner.


 

At the meeting, the second for this fiscal year, the governor noted, “Temperatures have reached 41 degrees Celsius in various locations, including Tamba in Hyogo Prefecture and Isesaki in Gunma Prefecture, bringing sweltering heat. The other day, I had a talk with U.N. Secretary-General Antonio Guterres at the United Nations Headquarters in New York. He spoke very ardently about the climate change issue, and we shared a sense of crisis over this issue.”

The governor then emphasized, “Safety and security are the prerequisites for sustainable growth. We need to strengthen our resilience to overcome difficulties and adapt. Regarding energy, we must have such a perspective as promoting decarbonization and securing energy stably in harmony.”


 

Regarding green hydrogen, she said, “Tokyo has started a large-scale production of green hydrogen this fiscal year, pushing forward its use in various fields. Being a major consumer of energy, Tokyo will accelerate further the social implementation of green hydrogen through ‘production,’ ‘transportation,’ and ‘use.’”

While pointing out that the international situation remains harsh and there are many challenges, such as the Middle East conflicts and the tariff issues between Japan and the United States, she concluded by saying that “With the belief that we can turn this crisis into an opportunity, we will continue to do what we can as the metropolitan government.”
