BUILD Inc. Selected as Tokyo’s Second GX Fund Manager

The Tokyo Metropolitan Government (TMG) selected BUILD Inc. as the second fund manager under its GX Innovation Promotion Support Fund program, which invests in startups contributing to green transformation (GX). In May 2026, TMG made an initial commitment of 2 billion yen.

Based in Chiyoda Ward, Tokyo, BUILD Inc. is a venture capital firm founded by members with a track record in “company creation”—supporting startups from the pre-founding stage—primarily in deep tech sectors, including GX. Its executive officers are Sameshima Masahiro (Representative Director) and Kubo Hiroshige (Director). The firm is also working to create new industries by leveraging its extensive network across industry, government, academia, and finance.

The fund, BUILD Fund No. 1 Limited Partnership, targets startups in deep-tech fields including decarbonization and environmental technology, semiconductors, quantum technology, and space. The firm’s strategy is to identify promising technology seeds from universities and research institutions and support startups from launch through the post-investment phase, providing long-term, hands-on assistance, including organizational development support and introductions to potential business partners.

The fund’s target size is 8-10 billion yen (approximately 53-66 million USD). The 15-year partnership runs through March 2041, with an option to extend for up to three years.

The TMG had been seeking a second fund manager after selecting the first in October 2025. BUILD Inc. was chosen following due diligence and a review by a selection committee that included external experts. Following the signing of the Limited Partnership Agreement and the establishment of the fund in March 2026, investment activities began in May 2026. The fundraising period is scheduled to end in September 2027.
