Smart Tokyo Implementation Strategy 2025-2026
Realizing Smart Tokyo
In March 2026, the Tokyo Metropolitan Government (TMG) released the “Smart Tokyo Implementation Strategy 2025-2026”.
Leveraging digital technology to unlock Tokyo’s potential, TMG aims to realize “Smart Tokyo,” a society where residents enjoy high-quality lives. Smart Tokyo is composed of three layers: Services, Interaction, and Foundation, and TMG seeks to realize its vision through each of these layers.
1. Services: Enhancing Public Services through Digitalization
TMG is promoting the delivery of digital-first public services across areas including parenting, welfare for older adults, healthcare, education, housing, disaster preparedness, and transportation.
For example, TMG developed an app in the field of welfare for older adults that facilitates timely information sharing with municipalities when changes or emergencies in older adults are identified. In education, since May 2025, “Tokyo Metropolitan AI,” a Gen AI platform exclusively for Tokyo Metropolitan schools, has been introduced across all schools to foster the skills children need in the AI era.
2. Interaction: Strengthening Touchpoints with Residents
In order to increase convenience to Tokyo residents, digital touchpoints between residents and the metropolitan government are being enhanced. The TMG official App (“Tokyo App”) serves as a central gateway for interaction. The future vision of the Tokyo App includes:
・Conduct a wide range of administrative procedures online
・AI-powered support for administrative procedures
・Apply for and receive benefit
・Earn points by participating in socially meaningful activities
・Receive personalized notifications
・Integration with various applications that can be used during disasters and other emergencies
・Submit proposals and respond to surveys related to metropolitan government policies
3. Foundation
3-1. Building a connected Tokyo
Tokyo is reinforcing connectivity by utilizing a wide range of communication technologies to ensure stable access to services anytime and anywhere, including during emergencies. Main initiatives include:
・Expansion of 5G and OpenRoaming compatible public Wi-Fi
・Securing communications during disasters via satellite communication
3-2. Advancing AI and Data Utilization
TMG is promoting the safe and effective use of AI and data based on the “Tokyo AI strategy,” formulation of the “Tokyo basic policy on data management,” and related guidelines. Generative AI platforms, staff training programs, and practical AI applications are being developed to realize high-quality administrative services. TMG is also advancing open data and related efforts to promote initiatives that create new value and services through public–private data utilization.

Toward the Realization of Smart Tokyo
TMG promotes the realization of Smart Tokyo through partnerships not only with GovTechTokyo and the 62 municipalities in Tokyo but also with the national government, municipalities across Japan, private-sector entities, and overseas cities.
