Shelter-at-Home Subsidies for Apartment Buildings

Tokyo is a city where approximately 9 million people live in apartment buildings. To strengthen resilience against major disasters, including a capital-region earthquake and severe storms or flooding, the Tokyo Metropolitan Government (TMG) has been promoting disaster preparedness in multi-unit housing.

To help residents remain in their homes during emergencies, the TMG's Office for Housing Policy has significantly expanded its subsidy program for management associations and building owners registered under the Tokyo Stay-in Apartment Building [Todo-maru manshon] program. Applications opened on June 5, 2026.

The program registers and publicizes apartment buildings equipped to help residents shelter at home during a disaster. Management associations and owners of registered buildings are eligible for subsidies, with the exception of properties still under construction.

The expanded program provides subsidies for:

1. Purchasing disaster preparedness supplies and equipment
2. Installing storage facilities for emergency supplies
3. Installing emergency power sources, solar power generation systems, and V2X equipment
4. Installing flood prevention equipment
5. Implementing measures to prevent elevator entrapment
6. Installing manhole toilets

In addition, for registered buildings that are at least 30 years old and have not undergone comprehensive water supply and drainage pipe renovations, the TMG will provide free expert inspections and assessments, along with recommendations for renovation methods.
