Governor Koike Observes Disaster Tabletop Drill to Deal with Major Quake Assumed to Occur Directly under the Capital
On July 15, 2025, Governor Koike observed the “FY2025 disaster tabletop drill to cope with a major quake occurring directly under the capital.”
In preparation for a large-scale disaster that could occur at any time, this exercise, the first of its kind for FY2025, was intended to enhance Tokyo’s overall disaster response capabilities and held in close cooperation with municipalities in Tokyo and organizations concerned, as well as neighboring prefectures.
The drill assumed that a large earthquake occurred directly under the capital: one striking below the southern part of the city center. The drill was conducted under a role-playing format to deal with situations unfolding for up to five days from right after the disaster occurrence.
In addition to this, the exercise was conducted in conjunction with the FY2025 joint disaster management drill by the Japan Self-Defense Forces, with drills on more practical cooperation matters such as personnel dispatch requests in times of disaster, troop reception, and rescue operations carried out.
