Tokyo to Hold a “Tokyo 2020 Games On-site Disaster Drill”
The Tokyo Metropolitan Government (TMG) will be carrying out an on-site disaster drill in cooperation with the Tokyo 2020 Organising Committee, the Tokyo Metropolitan Police Department, the Tokyo Fire Department, and the Japan Self-Defense Forces on Thursday 19 December 2019.
1. Overview
Based on the “Guidelines for Emergency Response for Ensuring Safety and Security during the Tokyo 2020 Games”, this drill will assume the occurrence of an earthquake directly striking Tokyo during the Tokyo 2020 Games.
2. Objectives
To strengthen cooperation between the Tokyo 2020 Organising Committee and related organisations, and to improve crisis management

Thursday 19 December 2019, from 9:15 am to 12:00 pm
4. Contents
Drill scenarios
- Simulated time: Sunday 26 July 2020, 9:15 am
(when 20 out of the 24 venues within Tokyo will be hosting or preparing for events) - Simulated disaster: Earthquake centered in Northern Tokyo Bay (M7.3, Intensity 7)
Main drill contents
1. Deliberation Drill at TMG Headquarters:
- Initial response at the TMG building in the event of the disaster. Gathering and sharing information on the disaster situation and response status at the venues and other areas, etc.
2. On-site Drill at Ariake Area:
- Ensuring the safety of spectators at Ariake Gymnastic Centre, also relief activities for people injured in crowd-related accidents and other activities.
- Ensuring the safety of spectators heading to the venue, providing guidance to temporary evacuation sites and other activities at Ariake area Last mile and Symbol Promenade Park.
5. Participants
TMG, Tokyo 2020 Organising Committee, Tokyo Metropolitan Police Department, Tokyo Fire Department, Japan Self-Defense Forces, etc.
6. Other
The drill will not be open to the general public.
