Tokyo Disaster Response Headquarters Meeting (5th session)

Governor Koike attended the fifth and final session of the Tokyo Disaster Response Headquarters Meeting on November 28, 2025.

She noted that it has been nearly two months since the headquarters was established in early October to cope with damage caused by Typhoon Halong (No. 22) to the islands stretching south of the capital city.

“During this time, the metropolitan government has worked closely with island municipalities and relevant agencies to carry out emergency restoration efforts with a sense of urgency,” the governor said.

“In particular, regarding the restoration of water supplies, which has a significant impact on the lives of Hachijo islanders, we managed to resolve the water outage sooner than planned,” she added. “Additionally, with the cooperation of relevant agencies, we were able to continuously deliver essential supplies needed by disaster victims to the island areas where transportation is difficult.”

Expressing respect and gratitude anew for all workers involved in the emergency restoration efforts, the governor said her administration has reviewed the measures taken and framed the direction of future responses. “We hope these ideas will be applied not only to the island areas but to disaster prevention efforts across Tokyo, leading to further strengthening of our disaster resilience.”

 Noting that the Disaster Response Headquarters was to close down as of the same day, she reminded the need for continued assistance for the full-scale restoration of the hardest hit island communities, namely Hachijo Town and Aogashima Village.

“In addition to utilizing reserve funds, we will submit a supplementary budget proposal at the fourth regular session of the Metropolitan Assembly to support the reconstruction of lives for those affected by the disaster and the business continuity of operators in sectors such as agriculture and tourism,” Governor Koike promised. “I call on all our bureaus to collaborate not only in restoring normal daily life on the islands but also in enhancing their attractiveness further.”
