Governor Koike Stresses the Need for Addressing Concerns over an Expected Shortage of Technical Personnel in Tokyo’s Railway Networks
On July 15, 2025, Governor Koike emphasized the need for the Tokyo Metropolitan Government and parties involved in addressing future concerns regarding the sustainable operations of the railway networks in Tokyo, particularly a shortage of technical personnel.
At a meeting of the “Group to Discuss Issues on Sustainable Railway Operations in Tokyo held on July 15, the governor said, “As Tokyo’s railway networks is an essential social infrastructure for the daily lives of Tokyo residents and urban activities, it is important for the Tokyo Metropolitan Government and parties related to discuss measures to deal with future tasks arising from a shortage of technical personnel.”
This meeting, held for the first time, was newly established to accurately assess the current situation through hearings from railway companies, identify issues that need to be addressed, and discuss solutions.
The governor said, “The power source of Tokyo is its railway systems. It is because these railways transport millions of people daily and operate on schedule that this megalopolis functions, ensuring mobility for residents and workers. Tokyo’s railway networks, laid out so complexly and elaborately and operated densely, accurately and safely, are probably unparalleled in the world.”
However, a severe shortage of technical personnel in the railway industry is anticipated, she pointed out.
“Tokyo’s railway operations are the source of its international competitiveness. And we have our top priority issue of how to ensure their sustainable operations. While gaining cooperation from railway operators, we would like to address common issues, share technical expertise, and push forward our efforts as a whole,” the governor said.
