Empowering Women in STEM: Tokyo’s Commitment

 

Introduction

March 8 is International Women’s Day, a global occasion to celebrate progress toward gender equality and to reflect on the work still ahead. On this occasion, Tokyo is highlighting its initiatives to promote women’s participation in science, technology, engineering, and mathematics (STEM).

Since fiscal year 2022, the Tokyo Metropolitan Government (TMG) has been implementing office tour programs for female junior and senior high school students. These tours allow participants to experience real workplaces and meet professionals in STEM fields, broadening their perspectives on future career possibilities. GovTechTokyo shares this vision and, starting in 2024, began hosting its own office tours.

Why It Matters

Japan ranks last among OECD countries in the proportion of women graduating in STEM fields—just 17.5%, compared to the OECD average of 32.5% (OECD, Education at a Glance 2023). To increase the number of women thriving in STEM fields, it is essential to provide opportunities to explore STEM-related studies and careers before students choose between science and humanities, helping them develop interest in these paths.

Tokyo’s Initiative: Opening Doors for Girls

To address this challenge, the TMG launched an office tour program for female junior and senior high school students in 2022. GovTechTokyo proudly supports this mission. Since 2024, GovTechTokyo has hosted office tours designed to showcase how technology transforms public services. By connecting students with female role models and offering interactive experiences, GovTechTokyo aims to inspire young women to consider careers in technology and contribute to the digital transformation of public services.

Highlights from GovTech Tokyo’s 2025 Office Tour

The theme—“Making Tokyo Smarter with Digital Technology: Experience AI in Government!”—brings STEM to life through engaging activities:

  • Interactive Lecture: A quiz-based introduction to GovTechTokyo and Tokyo’s digital initiatives.
  • AI in Action: Demonstrations of generative AI, including creating social media posts from news articles.
  • Office Walkthrough: A behind-the-scenes look at GovTechTokyo’s workspace.
  • Panel & Roundtable: Conversations with female engineers and administrative staff leading Tokyo’s digital transformation.

These experiences aim to show that technology in government is not abstract—it’s about solving real-world problems and improving everyday life for residents.

Impact: Voices from Participants

Many students shared that the experience helped clarify their future goals. Some had already chosen a science track but were struggling to picture what their careers might look like; hearing from professionals working in the field gave them valuable insight and confidence. Others expressed interest in how AI is applied in government, noting that technology is being used to solve everyday inconveniences and create a more livable city for residents. These impressions highlight the importance of real-world exposure and role models in inspiring young women to pursue STEM careers.
