Governor Attends Energy Issues Advisory Board Meeting

Governor Koike attended a meeting of the Tokyo Metropolitan Government Energy Issues Advisory Board on November 27, 2025.

 The board was established in May 2023 to solicit views from experts on power supply and other energy issues as well as the direction of future energy policies. 

The governor said in her opening remarks, ”This summer was exceptionally hot. It has been forecast that the next summer will be hot as well. Natural disasters have also wreaked havoc across the country.” Two typhoons, No. 22 and No. 23, caused immense damage to Hachijojima Island in the previous month, she added. “We must recognize that the impacts of climate change are surpassing conventional wisdom.”

She pointed out, furthermore, that “the international situation remains unstable.” “Japan's greatest challenge—its low resource and energy self-sufficiency rate—once again looms as a significant risk,” Governor Koike said. ”The fundamental prerequisite for sustainable growth is safety and security,” she went on. “We are being challenged to strengthen our resilience to overcome and adapt to the difficulties we face.”

The governor further told the board, “Today we would like to have you discuss on the theme of ‘Ensuring Energy Resilience in Tokyo.’” She added, “We hope to translate this into the implementation of highly effective measures. Energy is the very foundation of national strength. We aim to have deep discussions with you and also advance the implementation process with a sense of urgency.“
