In March 2025, the Tokyo Metropolitan Government (TMG) has released SHIN-TOSEI X―Strategy for the Structural Reform of TMG to Upgrade QOS 2.0―. “SHIN-TOSEI” is an initiative designed to deliver more efficient and higher-quality administrative services. By reexamining TMG's existing administrative framework and leveraging digital technology alongside citizen participation, this strategy aims to reshape how public services are delivered.
The first phase of “SHIN-TOSEI,”―Strategy for the Structural Reform of the TMG―, was launched in 2020. It focused on digital transformation, laying the groundwork for a digital government by FY2025. This initiative has steadily produced tangible results, demonstrating the power of reform driven by technology and innovation.
Building on this success, the TMG has now formulated a new strategy targeting 2035, with its core focus on promoting digital transformation through cross-organizational collaboration. By implementing digital initiatives across departments and policy areas, the strategy seeks to enhance employee productivity and accelerate policy implementation. Ultimately, it aims to empower “your time”―generating more personal time and improving the quality of life for residents.
