Discussing Children First with Harvard Professor Vikram Patel
On July 2, Governor Koike met with Professor Vikram Patel of Harvard University. As part of its efforts to create a “Children First” society, the Tokyo Metropolitan Government’s project assesses improvements in the school environment. Drawing on scientific evidence and findings from Harvard University's empirical research, the project aims to prevent bullying, school refusal, and various other challenges children face.
Professor Patel noted that the mental health of young people is deteriorating not only in Japan but globally, and the situation has become critical. He emphasized that improving the social environment of schools, where adolescents spend much of their day, is essential for mental well-being. A positive school climate, he explained, is where students respect and support one another, and encourages their autonomy. Such an environment can have lasting benefits for lifelong health. He expressed admiration for the governor, who has acted promptly by promoting a “Children-First” approach and focusing on school climate. He also remarked that this initiative holds significant value not only for Tokyo but internationally, including in the U.S., and shared his enthusiasm about collaborating on this effort.
Governor Koike said, "According to a UNICEF report, Japan ranks 32nd out of 36 countries in children's (mental) well-being. We will utilize Dr. Patel's research and insights from India to improve this situation, so that children can feel happy with a sense of belonging. I would also like to work closely with the professor and his team to address specific issues, such as how to stop bullying. We aim to be more effective in preventing harassment and improving mental health. I realized once again that this project will enhance children's well-being. I hope Dr. Patel will continue to provide us with various advice in the future."
