Tokyo AI Adoption and Use Guidelines

The Tokyo Metropolitan Government (TMG) is committed to enhancing the quality of public services and boosting operational productivity through the effective use of AI (Artificial Intelligence). In March 2026, TMG formulated the “Tokyo AI Adoption and Use Guidelines,” which provide practical guidance for the appropriate and effective adoption of AI, including generative AI, across TMG. The Guidelines are intended for personnel responsible for projects involving the adoption and use of AI. Based on real use cases, they clarify key considerations and the adoption process, enabling each bureau to use AI effectively and appropriately.

Basic Principles for AI Utilization and Key Considerations

The Tokyo AI Strategy sets out five basic principles for advancing AI use across the Tokyo metropolitan administration. Building on these principles, the Guidelines outline key considerations and practical implementation processes for the adoption and use of AI.

1.   Resident First

The primary goal of AI utilization is to enhance the convenience and quality of life (QOL) for every resident.

2.   A Tool for Policy

AI is a tool to solve challenges and achieve goals, with its introduction not an end in itself.

3.   Human-Centric

AI complements and augments human capabilities, but the final decisions rests with humans.

4.   Risk Management

Understand AI risks, including ethics, bias, safety, privacy, security, and ensure transparency and fairness.

5.   Open Innovation

Collaborate with academia, research institutions, and the private sector to foster a thriving AI ecosystem.
 

Key Considerations

When adopting and using AI, it is important to take into account the following six key considerations. The guidelines explain how to address each of the six key considerations in the AI strategy. In particular, governments must focus on transparency and fairness in order to earn the trust and confidence of residents and businesses.

5. Security
6. Accountability

Process for AI Adoption and Risk Management

The Guidelines organize key considerations for each phase of AI adoption, including planning, requirements definition, design and development, operation, retirement, and procurement through outsourcing and other arrangements.
They also present examples of common AI use cases based on the AI Use Approach and the key areas defined in the Tokyo AI Strategy (Resident Services, Resident Service-Related Operations, and Internal Operations), and identify key response points for each. Response points are shown in two tiers: Required and Recommended. This framework supports the appropriate and effective adoption and use of AI.
