In March 2025, the Tokyo Metropolitan Government (TMG) has released its Smart Tokyo Implementation Strategy―Initiatives for FY2025, outlining a comprehensive roadmap to build a digitally advanced, resilient, and inclusive Tokyo by 2035. This strategy is designed to enhance the Quality of Life for all Tokyo residents by harnessing digital technologies to create a society where everyone can thrive. A key focus is on empowering “you time”, generating more personal time for residents through comprehensive digital transformation.
Promoting Cross-Organizational Collaboration with National and Municipal Governments
The TMG is accelerating the digital transformation of government operations through cross-organizational collaboration. This initiative aims to deliver more efficient and user-centric public services by promoting collaboration across national and municipal levels.

Enhancing Digital Services through the Official Tokyo App
The development of the official Tokyo App will offer residents a unified digital experience. Key features include:
- Integration of facility reservation functions, administrative procedures, and more.
- Support for civic engagement and participation in socially meaningful activities, with point-based rewards through the app.
Strengthening Cybersecurity for a Safe Digital Environment
The development of the official TMG App will offer residents a unified digital experience. Key features include:
- Establish a Joint Security Operation Center to address security issues and safeguard citizen’s critical data and essential infrastructure from increasingly sophisticated cyber threats.
- Centralize security tools and operations to enable a unified response to cybersecurity threats.
- Collaborate with municipalities and public institutions to protect critical infrastructure and personal data.
Realizing a “Connected Tokyo”
The TMG is developing high-speed communication networks, including 5G and Wi-Fi, to ensure network connectivity for anyone, anywhere, and anytime, even in times of emergency. This includes:
- Expanding 5G infrastructure by utilizing public assets.
- Promoting Open Roaming Wi-Fi in public spaces.
- Enhancing cellular base stations to strengthen disaster resilience.
- Expanding satellite-based connectivity in areas with limited network access, such as mountainous regions and Tokyo’s islands.
