Digital Human Resource Development
Tokyo is working to secure and develop digital human resources to support digital transformation.
Challenges We Face
People are the key to delivering high-quality digital services. The Tokyo Metropolitan Government (TMG) has been hiring for ICT positions since 2021. In FY2021, the TMG had only 59 ICT staff, but this number has grown to over 220 as of FY2025. Despite this progress, the number of digital professionals within the TMG remains relatively low compared to other global cities. This highlights the urgent need to attract and cultivate skilled individuals who can help drive our digital initiatives.
Strengthening the Career Development of ICT Professionals
To enhance the career development of ICT professionals, the TMG has introduced a job rotation system designed to maintain a balanced skill set between administrative expertise (GQ: Government Intelligence Quotient) and digital proficiency (DQ: Digital Intelligence Quotient). This rotation involves gaining GQ—knowledge of public administration structures and essential administrative skills—primarily at the Bureau of Digital Services, and acquiring DQ—skills and knowledge related to digital technologies—primarily at GovTechTokyo, an affiliated organization of the TMG. To establish a shared understanding of digital skills across the TMG—an organization composed of employees from diverse professional backgrounds—it is implementing the Digital Skill Map (DSM) initiative. This initiative aims to define a common language for digital competencies, visualize the current skill levels of ICT personnel, and support their career development by clarifying their present capabilities and identifying growth opportunities.
Tokyo Digital Academy
The Tokyo Digital Academy (TDA) is an initiative aimed at enhancing the digital capabilities of the TMG employees. While TDA does not have a physical campus, it offers a systematic, level-based training program for all the TMG employees, focusing on three core competencies:
- Ability to Create: Specialized training tailored to the skill levels of ICT professionals. These programs cover areas such as UI/UX design, cloud service utilization, and more. They also include one-year dispatches to private tech companies for hands-on experience.
- Ability to Use: Practical workshops designed to build digital skills and tool proficiency among all employees. This program serves approximately 1,000 participants annually.
- Ability to Understand: Online courses aimed at improving digital literacy across the workforce. This program accommodates about 40,000 participants annually.
