Toward Realization of “Tokyo Zero Carbon 4 Days in 2020” and the Cooperation in “Carbon Offset Programme for Tokyo 2020 Games”
Request for Cooperation
The Tokyo Metropolitan Government (TMG) is committed to becoming a Zero Emission Tokyo that contributes to the world’s net-zero carbon emissions.
As a part of our efforts in working towards this goal, we have launched the Tokyo Zero Carbon 4 Days in 2020, a project aimed at offsetting all CO2 emissions that will be generated across Tokyo during the four days of opening and closing ceremonies of the Tokyo 2020 Olympic and Paralympic Games (Tokyo 2020 Games).
As the government of the host city for the 2020 Games, TMG is also cooperating in Carbon Offset Programme for the Tokyo 2020 Games, a project initiated by the Tokyo Organising Committee of the Olympic and Paralympic Games to offset all CO2 emissions that will be generated in connection with the games.
We ask facilities covered under the Tokyo Cap-and-Trade Program to understand and cooperate with the projects.
Announcement of Cooperating Businesses
As of July 5, 2019, TMG announced the status of credits offered for realization of Tokyo Zero Carbon 4 Days and the Cooperation in the Carbon Offset Programme for the Tokyo 2020 Games .

About the projects
1. Outline of the projects
(1) Realization of Tokyo Zero Carbon 4 Days in 2020
A project aimed at offsetting all CO2 emissions that will be generated across Tokyo during the four days of opening and closing ceremonies of the Tokyo 2020 Games
*CO2 emissions expected to be generated throughout Tokyo during the four days: approx. 720,000 tons (approx. 180,000 tons/day × 4 days)
(2) Cooperation in the Carbon Offset Programme for the Tokyo 2020 Games initiated by the Tokyo Organising Committee of the Olympic and Paralympic Games
Cooperation with the Organising Committee in its efforts to offset CO2 emissions that will be generated in connection with the Tokyo 2020 Games. This was formulated in the Tokyo 2020 Olympic and Paralympic Games Sustainability Plan Version 2 (published in June 2018)
*CO2 emissions expected to be generated in connection with the Tokyo 2020 Games: approx. 2,930,000 tons (as of June 2018)
(Emissions from construction: approx. 1,580,000 tons; emissions from the operation of the event: approx. 530,000 tons; emissions from activities of participants and spectators: approx. 820,000 tons)
2. Applicable carbon credits
Emission reductions exceeding those required under the Tokyo Cap-and-Trade Program, emission reductions from small and midsize facilities within the Tokyo area, renewable energy credits (environmental value equivalent), and outside Tokyo credits

3. Application period
From July 24, 2018 until September 7th, 2020

4. Recognition of and benefits for cooperating businesses
- Businesses who donated carbon credits to TMG can indicate their donor status on their IR reports and other statutory documents.
- TMG will send a letter expressing its gratitude to all the cooperating businesses.
TMG will also issue a certificate of appreciation for businesses who donated large quantities of emission reductions.
(TMG will separately notify the details of the letter and certificate, including when and how they will be issued.)
The “List of cooperating businesses” will include corporate names (trading account holder names), tonnage/credits donated, and URLs for the top page of cooperating businesses.
- Publication of donations
The cooperating businesses can publish on their websites, etc. that they cooperated with TMG in its efforts toward zero emissions. However, because information permitted to be published is limited, please make sure to check the Annex of the Application Guide.
*We will promote carbon offsetting for the Tokyo 2020 Games through support from businesses in Tokyo with good energy-saving performance and advance this initiative as a movement towards a zero emission Games. As the host city for the Tokyo 2020 Games, we will also pass on this initiative to reduce the emissions generated in connection with the Games to future host cities, including Paris, so that it can be turned into standard practice for the Games.
